Building and maintaining a strong team is an ongoing process and RMS has developed a successful program to facilitate it. We strongly believe continued education and training are the keys to overall company success, employee growth and development. To accomplish those goals, RMS has created The Realty Academy accreditation program, to provide continuous training to management, administrative, maintenance and leasing employees. All disciplines of management and sales are covered in the course curriculum and this training is one of the keys to our remarkable team.

Beth Ross, President

Beth has been involved in residential real estate for over 31 years, beginning in residential sales, new home sales, marketing, and condominium conversions. She has extensive experience as an asset manager for various partnerships that purchased multifamily residential communities. She has also overseen property managers and construction managers on extensive rehabs and developed the re-marketing/re-merchandising plan for each of the multifamily rental residential communities being purchased. As President of ROSS Management Services, Beth has developed a professional team and provided them with the necessary tools and support to increase productivity and earnings. Beth has been recognized and honored in the property management industry numerous times. Most recently, Beth received the Alvin L. Sussman Award in 2004 from the Washington, DC Property Management Association (PMA), was listed by The Washington Business Journal as one of Greater Washington’s Top 50 Women Who Mean Business, and was featured as the cover story, “A Woman’s Touch,” in the February, 2004 Multifamily Executive magazine. The Washington Business Journal also recognized RMS as the area's 5th Largest Woman-Owned Business.

David J. Miskovich, Chief Operating Officer

David is responsible for strategic planning, future growth, and operational efficiencies for the ROSS Companies. Additional responsibilities include management and implementation of financial operations, systems and performance, as well as all financial policies contributing to the achievement of corporate goals and objectives. Prior to joining ROSS Management Services, David was Vice President of Accounting and Finance and Vice President of Asset Management/Operations with Charles E. Smith Residential, a division of Archstone-Smith. His responsibilities included oversight of operational accounting, revenue management, development accounting, and financial reporting for a 25,000 unit apartment portfolio encompassing five major US markets. As VP of Accounting and Finance, Dave instituted several system and technology advancements which included paperless accounts payable workflow system, advanced budgeting tools, and paperless financial reporting. He provided due diligence review and support of Acquisitions and Development properties. He was in charge of property tax reviews, assessment and appeal processes. As VP of Asset Management and Operations, Dave was responsible for all aspects of the Capital Expenditure Programs. He performed and supervised all financial analysis, including executive/management reporting, statistical analysis, and portfolio benchmarking. He provided support and analysis for the acquisition and disposition of selected properties. Previously, as a Senior Audit Supervisor of the Public Accounting firm of Reznick Fedder & Silverman, Dave was in charge of all aspects of real estate client audits, supervised property audit reviews, financial statement reviews and quality control reviews. Dave is a graduate of George Mason University of Fairfax, Virginia with a Bachelor of Science from the School of Management in Accounting.

Don Stocks, Vice President of Residential Operations

Don has over 20 years experience in the property management industry. As the Vice President of Residential Operations, Don has the responsibility of supervising the Regional Property Managers and overseeing the portfolio management of approximately 10,000 apartments. Don joined ROSS Management Services as the Director of Financial Systems where he managed various accounting functions. He created processes/policies, establishing efficiencies for RMS Accounts Payable Department, managed the accounting software conversion, created paperless financial statements and financial reports, and managed completion of audits and taxes. Prior to joining RMS, Don spent 15 years with Charles E. Smith Residential, a Division of Archstone-Smith located in Arlington, Virginia, a National Real Estate Investment Trust (REIT) that owns, develops, acquires and operates over 50 multifamily rental communities. At Smith, Don was Vice President of Revenue Management where he oversaw all phases of revenue generation, budgeting, and forecasting. His responsibilities included developing and managing proprietary revenue management systems, on-site software applications, and resident-based websites. Don is a graduate of George Mason University with a Bachelor of Science in Accounting.

Elaine De Lude, Chief Marketing Officer

Elaine began her multifamily housing career in leasing and held various operational and marketing positions prior to being promoted to a corporate office position. The highlights of her experience at ROSS Management Services include successful lease-up of new construction, Class A luxury communities, integration of new acquisitions and development communities, implementation of resident retention and revenue management programs and create outreach programs to enhance leasing opportunities. She has been involved in multi-family housing since 1992 and was selected as one of the “Women to Watch” by Apartment Professional Magazine in 2004. Prior to joining RMS, Elaine was with Grady Management, Charles E. Smith Residential and Community Realty, where she developed and mentored successful leasing and marketing teams. Communities under her direction have won numerous local and national awards for marketing campaigns and leasing excellence Elaine received a Bachelor of Arts from Towson State University in Business Administration and International Business and a Master’s of Business Administration from the University of Maryland.

Terry Brewer, Vice President of Human Resources

Terry began her career in human resources in 1981 at GEICO. At ROSS Management Services, Terry is responsible for managing all aspects of the Human Resources Department, including 325 employees and supervision of the Office and Project Manager. She is also responsible for the recruitment and hiring of employees at all levels of the company. After a 10-year sabbatical, Terry joined Mellon Bank-first as Human Resources Coordinator and then as Manager-for the Maryland region. In March 2000, Terry became Human Resources Manager at Enterprise Network Solutions, an entrepreneurial company with approximately 150 employees. She created a Human Resources Department and managed its day-to-day operations. Terry is a member of the Society for Human Resource Management (SHRM), national and local chapters, as well as the co-chair of First and Foremost and co-chair of the AOBA human resources networking group. She also attends continuing education courses sponsored by American University and SHRM.

John Porter, Vice President of Structural and Mechanical Services

John is certified as a Maryland 2nd Class Engineer, NIULPE 3rd Class Engineer and Universal CFC Technician. He has been working in the mechanical trades since 1980. John has the responsibility of working with all forms of mechanical systems, providing solutions for chronic problems, implementing new strategies for utility conservation, reviewing proposals for mechanical, plumbing, electrical, and pool repairs. John develops training programs for maintenance technicians. As an Engineer/Chief Engineer he supervised maintenance technicians and custodial staff members, worked as part of a team that specified replacement chillers during the PEPCO rebate program, maintained and repaired fire tube boilers, water tube boilers, steam generators and atmospheric type boilers. He also maintained reciprocal and screw type chillers in excess of 600 tons. Before coming to ROSS Management Services, John worked for Gates, Hudson and Associates and Murco Plumbing Heating and Cooling. He has attended PG Community College for High and Low Pressure boilers, National Transfer Technology for certification on Centrifugal Pumps, NTI for Variable Frequency Drives, McQuay International for service of centrifugal chillers, National Association of Power Engineers classes on Air Conditioning and Refrigeration, and Apex Environmental for Asbestos removal. From 1984-1987 John was a member of the U.S. Army as a Nuclear Artillery Assembler with a Special Weapons Detachment.
